Bill E. Newman
: Drafted in January, 1967 into the United States Army, Infantry, Bill earned the Silver Star, two Bronze Stars, the Purple Heart, two Air Medals for Valor during fifty-two air combat assaults, and a Presidential Unit Citation for Valor. Bill was honorably discharged in 1972, with the rank of Captain. He then started a career in private security consultation and management and soon became the assistant director of security for a major international hotel and restaurant chain. In addition to his Jurist Doctorate, Bill earned a Degree from The University of The South, School of Theology, a Bachelor degree in Criminal Justice and a Masters degree in Criminal Justice Administration.
Bill has been an attorney, licensed to practice in the State of Kansas, the Federal District Court of Kansas, and the Tenth Circuit Court of Appeals, in Colorado, since December, 1985, when he graduated from Washburn Law School, Topeka, Kansas.
While working for the State of Kansas, Department of Administration, from 1986 through 1993, Bill defended the State Department of Purchasing and other agencies in Contract, Civil Rights and Labor Law maters. He also headed the litigation department of the State Self Insurance Fund, supervising seven contract defense attorneys, statewide. Bill was often called upon to help write and present new legislation to House and Senate Committees.
While an associate at the law firm of Fisher, Patterson, Sayler and Smith,(FPS&S) from 1993 to February 2001, Bill was assigned to represent municipalities and corporations throughout the state in Contract, Civil Rights, Labor Law and Workers Compensation cases. It was at the FPS&S firm that Bill also first established a strong consumer collection practice.
Bill became a stockholder in Newman, Reynolds & Riffel, P.A. (then Bibler, & Newman, P.A.) in February, 2001. Since that time, he has practiced exclusively in the area of consumer debt collection, insurance subrogation and civil prosecution and collection of consumer debt and worthless checks.
A frequent and well respected author and lecturer, Bill is a member of the Topeka Saturday Night Literary Club, the Topeka Bar Association, the Kansas Bar Association, the Topeka Collection Attorney Association, Past President of the Kansas Collection Attorney Association, member of the Kansas City Metro Area Creditor Rights and Asset Protection Society, member of the National Association of Retail Collection Attorneys, the Association of Credit and Collection Professionals and the National Independent Businessman's Association. He is a life member of Phi Delta Phi, a Life member of the Disabled American Veteran’s Association and a life member of the Veterans of Foreign Wars.
Natasha Riffel-Kuhlmann
Natasha Riffel-Kuhlmann graduated, Magna Cum Laude from Washburn University, with an undergraduate degree in Political Science. She graduated from Washburn Law School, with honors, in May, 1999. During her last year and for one year following graduation, she counseled and taught law students taking classes in trial procedures (Mock Trial). She joined Newman, Reynolds & Riffel, P.A. (then Bibler Legal Services) in April, 2000. Since that time she has managed our Wichita office and provided Collection, subrogation and other litigation services to our clients in that area and in the south-western half of the state.
Carolyn Yuen Yin Grayson
Carolyn Yuen Yin Grayson earned her Bachelor of Arts Degree from the University of Hawaii, at Manoa and Juris Doctor Degree from the William S. Richardson School of Law at the University of Hawaii, at Manoa. She was admitted to the Hawaii Bar and the U.S. District Court of Hawaii in 1986. She was admitted to the U.S. District Court for the District of Kansas, the Kansas Bar and the Missouri Bar in 1995.
Her experience includes representing the State of Kansas in child support collection cases and business real estate and lease issues. She has also represented credit card companies, automobile finance companies, hospitals and other businesses in the civil prosecution and collection of debt. Ms. Grayson has been an associate of Newman, Reynolds & Riffel, P.A. since July, 2006.
Professional Activities. During the period, 1991 through 1995, Ms. Grayson was a member of the State of Hawaii Probate Rules Reform Committee under the Chief Justice of the Hawaii Supreme Court. That committee redrafted statutes and gave written and oral testimoney to the Chief Justice and the Hawaii legislature regarding changes in the law and procedure for probate, trust and guardianship matters. A noted and well respected lecturer and instructor, Ms. Grayson has been a Board member of the Kansas Child Support Enforcement Association. In that capacity, she was responsible for planning the annual teaching conference, monitoring legislation, and coordinating with the National Association.
Staff
The Law Firm of Newman, Reynolds & Riffel, P.A. employs sixteen full time staff. The present staff includes three full time attorneys, four full time legal assistants/ legal secretaries, and nine full time claim management or call collection staff. It also employs four part time clerical staff.
